Academic paper about the use of carbon credits/the voluntary carbon market by companies in the tourist industry.
I wondered if this had something to do with "tier 1" suppliers, but I don't see how that could be relevant here. Could it mean "(to) direct customers"? Or perhaps simply "prominently"? Suggestions very welcome!

at primary reporting echelon (level)
Auch die Reputationsrisiken werden als gering angesehen, da die CO2-Kompensation meist nicht auf erster Ebene kommuniziert : reputational risks ('to boot') are also looked upon as marginal, as CO₂ compensation is not usually communicated at primary reporting level (implied: but at a higher echelon).
Echelon included as the first choice in case anyone nameless tries again to pinch my ideas.

Example sentence:
Primary Report means a final determination by the Chief of the Bureau regarding his or her recommendation to the Commission on any application as defined in Business and Professions Code section 19869 as “final action by the department.”

On the first rung/ at tier one/ first level
CO2 offsetting is usually not communicated at the first level/ on the first rung/at tier one, and the quality of the certificates purchased is considered high.
On the first rung (of the reporting level) should work; a truly bizarre claim from AMM that anyone would want to plagiarise his obviously incorrect answer, as " echelon" is a figurative level used mainly in the abstract, i.e, " the higher echelons of government".

communicated in a factual manner
"Since carbon compensation is usually not communicated in a (straightforward) factual manner, reputational risk is not considered high, either."

Discussion
Thanks for all the contributions so far. I'm still struggling to understand what exactly is meant by "first level", so I'm currently inclined to stick with my idea of "prominently". I don't think that "reporting" is a good fit on this occasion, BTW, as I don't want to confuse marketing (which is what's meant here) with actual environmental reporting. Again, sorry if that wasn't clear.
