"Cuestiones previas" are not "previous" but "preliminary issues", i.e., questions to be settled prior to the trial (see "cuestión previa", Javier F. Becerra, Dictionary of Mexican Legal Terminology, 2nd Ed., p. 336).
"Promover" in the legal sense means to file, bring, submit, present… ("promote" would be a false cognate), from which come the terms "promovente", "promoción", etc.

Thanks, Chris. I do actually think it's shorthand for that (per Becerra), but "issues" is vague enough to be on the safe side and include areas such as arbitration and administrative proceedings.

: "Highlight" is not a word you would see in a POA. Why? because it is way too vague and not something that the attorney/settlor etc. would do - he/she would simply ask or initiate questions or queries
