let a marginal note (is to) be added to the birth certificate of the registree [name]

New poster - always a good idea to a PreoZ glossary search first. Otherwise, the tense or mood of (un-)accented 'marginase' needs to be watched.

Registree - AmE vs. girl registered > BrE or IrE, but our Central London inhouse *woman* notary used to refused to attest (notarially certify) if the gender was added.

Example sentence:

registree (plural registrees) A person who is registered Synonyms registrant

[...] pública de matrimonio y se consignará por marginación en la partida de nacimiento. daccess-ods.un.org [...] a marginal note is made in the birth certificate; in the event of divorce or annulment of the marriage [...]

agree Marcos Sanchez Urquiola : You are absolutely right. Do notice the imperative character of the word. Margínese. So your translation has to start with an action verb. Add, put, write. Great command of the language. Hat off to you.
