It's not clear to me if this means "except for / with the exception of" or "at least"

Slight variation in one doc: where the line ends with "el menos aquellos montos referidos para XYZ Servicios Limitada."

It clearly says "el menos" in 5 similar documents with the same paragraph. I was thinking it should be "al menos" (at least) or have that meaning, which is why I wanted to check with others. It sounds like you agree? Thanks so much.
