(data) consignment
I think that's what they're referring to here. Rather than the usual meaning of consignment referring to goods shipments, in EDI systems like SAP, data consignment refers to the data protection scenario in which one party "consigns" their data to another who is responsible for its management and protection.

Pax Ana, it does refer to outsourcing the processing and safekeeping of company data, but "outsourcing" is less spècific/more general IMHO.
Cf. "cesión de datos" (data transfer).

business arrangement

What Is Consignment?
Consignment is an arrangement in which goods are left in the possession of an authorized third party to sell.1 Cornell Law School-Legal Information Institute. "48 CFR § 816.770 - Consignment Agreements." Goods sold in this way are said to be "consigned" to a third party for sale. Items sold on consignment are typically sold by consignment shops, which receive a percentage of the revenue from the sale (sometimes a very large percentage) in the form of commission.

: Your suggestion is vague and does not even match the search you included which has to do with a sale.

consignación > de los principios rectores > de datos
consigning > enshrining of guiding principles vs. data logging
The ST / source text is poorly and ambiguously drafted, speculatively in a very hot Hispanic country where concentration in my experience can be apt to 'wander'.
The first alternative works with consigning, rather than consignment, as in consigning to the filing cabinet or the 'dustbin'.
consignar: Simon & Schuster, entry 5. sstate, set or write down.

Example sentence:
When consigning to auction, sellers should divulge any resale .
Other places in the world also place a strong emphasis on enshrining guiding principles and values

: You have no idea where the ST was drafted; it may have been in southern Chile in the depths of winter for all you know. This silly kind of banter doesn't help other linguists.
