"Charter" always sounds to me like a government document. It might be more common in the UK, though. Here are two examples for "customer commitment policy."

neutral Neil Allen : I think it depends on the degree of legal obligation. If serious legal consequences could follow any breaches, then "Customer Commitment Policy" might not convey the full seriousness of the obligation.
