secondary personnel

The French itself is not even spelled correctly...is that the source document that is spelling it "ensenble" and making "contrat" feminine instead of masculine? (should be "un contrat")

personnel on temporary assignment or on secondment

It refers to employees of the company who are temporarily assigned to another office, site or location. But in the case of government officials or military postings, I believe they use the term seconded or on secondment. The title of one who is seconded is, strangely enough, an attaché, e.g.: military or cultural etc. attachés.
