if it is fire related then we would use 'fire practice' in the UK but with the subject being military/defense i assumed it was more of a military exercise

I understand that it is a fire hazards related text, but it could be not. If it is related to military, then it is another question and exercise, maneuvers, war games, tactic, etc., could be used. However, more text would help in determining the precise term.

there are other options Depending on the context you have and i can't tell from this.
A mock exercise could still involve troops where you simulate something happening and test their reaction.
There is also a C2 or Comms exercise or command and control exercise whihc is an exercise where the staff react to situations but nothing is actually deployed just all done on paper and sand tables. another name for this is also possibly TEWT (tactical exercise without troops)

The word "drill" needs to be modified to avoid ambiguity and differentiate it from communication drill, for example. 'fire drill', for instance, may refer to the real thing (i.e. there is an actual fire) but is often used if it is a mock drill or practice. Mock exercise or drill makes it clear that it is just practice and there is no real fire.

Sometimes, you see 'mock drill exercise', but I believe this is wordy.

I think the word "drill" carries the whole meaning. the same applies to the word exercise.

moreover, i think there is something called "skeleton exercises" in the military which translates as تدريبات هيكلية ... this may be related to the subject in hand.
Example sentence:

personnel need to conduct CBRN (chemical, biological,etc) drills periodically.
