agree with Stuart and as he points out, 'delivery' should actually be 'service' in the case of legal documents

it means "service of notice of the meeting (on the debtor) has been evidenced" - the court/public authority has some sort of proof that the addressee has been made aware of the hearing/meeting. Dispatching such a summons/invitation by the "databox" we all have to have these days is accepted as such evidence of delivery, even if the addressee fails to check his/her/its messages here.
