I'm not sure if I got it right.. this is the context:
''We are interested in developing new project and account managers, and so our best candidates will be open-minded and excited to learn our industry from the ground up. People that are aggressive and desire advancement based on their own merit and performance, not seniority, are ideal for our company.''

Desire is a verb in this sentence. It basically means "want." The company is seeking people who desire/want advancement based on their actual skills and contributions to the company and do not think they should be promoted simply because they have been with the company for a long time.
As for "aggressive," it is not negative in this context. It means that you are a "go-getter" and do not have a passive personality. From the dictionary:
Aggressive means: "Having or showing determination and energetic pursuit of your ends."

Still don't get why they'd ask for aggressive people! I've always thought that it's a negative character.
