According to the dictionary, "to act out" can mean the following:
1. a) To perform in or as if in a play; represent dramatically: act out a story.
b) To realize in action: wanted to act out his theory.
2) To express (unconscious impulses, for example) in an overt manner without conscious understanding or regard for social appropriateness.
I assume in your list it has the second meaning, as it seems to be a list of negative habits/ characteristics.

In common US English, this refers to behavior that represents some unconcious meaning - the third item in Nesrin's citation. For example, troubled teenagers are said to "act out" when they behave obnoxiously or destructively, rather than articulating their frustrations verbally - i.e., they "perform" or "act out" their emotions, presumably because they lack the means to express themselves otherwise. I'm not sure how to express this in Arabic.
