it's odd to see "custom" used a noun in this way, though I suppose it could be a jargon/shorthand term local to the document or company: I would guess it means a custom control, but only you can confirm that from the wider context.
another possibility is that it is a cosnistently repeated mistake for "customer".
and "customs values" cannot be correct: a mistake for "custom's values" (i.e. the values of this 'custom') or "custom values", maybe?
