The wording is different (no 'a' here), and it certainly makes it look as if the source text here may have got a bit mangled in editing.
"The directional valve type M-.SED is a direct operated directional seat valve with solenoid actuation. It controls start, stop and direction of the flow and basically comprises a housing (1), solenoid (2), valve seats (7) and (11) and closing element (4)."
Apart from the fact it is describing a slightly different model (a poppet valve), it looks very much as if the text I've underlined above was simply deleted, without paying attention to the flow of the sentence across the deletion.
I can understand if they were attempting to describe it as a "directional and direction-of-flow (valve)" — but that 'a' stuck in there seems out of place? I think you may have to try and clarify the source text before you can even begin to translate it :-(
