"rev" c'est un nombre de tours par unité de temps, donc un régime.
L'anglais utilise souvent "speed" mais en français une vitesse c'est une distance divisée par un temps (dérivée de la position) et une accélération une dérivée seconde de la position

I'm sure about the meaning, but the use of 'an accelaration' as a countable noun is comparatively unusual in EN, and I am equally unsure about how it may be used this way in FR.

However, the overriding consideration here is surely that 'rev up' is highly colloquial and totally out of register in this sort of patent document.
But in any case, there are plenty of other clues in this text to confirm that it cannot have been written by a native speaker of EN.
