Overview
Plant Control System
The plant control system (PCS) is a Supervisory Control and Data Acquisition (SCADA) system consisting,
• System servers
• Human Machine Interface (HMI)
• Programmable Logic Controllers (PLC)
• Remote input/output (RIO)

The system architecture for the plant control system is shown in diagram HEA P6201 – IB 001.

The system is configured to have a highest degree of availability and reliability, user-friendly and ease to maintain. An asset management program is included to maintain the plant operational requirement. The man-power level is kept at minimum, whilst maintaining the specified level of security of operation of the desalination plant.

A double redundant PLC system and Fiber Optic ring network, based on the Ethernet protocol and rated at 100MBs, are used to achieve high availability and reliability. The control program for the plant resides in the PLC. Each PLC functions independently and autonomously that failure of any one element will not affect the operations of the other elements in the entire system.

RIO modules located around the plant collect the status and data from the field devices. The RIO modules transferred this information to the PLC using specific bus system.

The servers acquire process data of the plant through the PLCs. At the server level, the plant information will be monitored and control according to the requirement demanded by customer. The plant allows remote monitoring of plant operation by customer from a distance away.

The plant operator monitors the ///plant process/// at the Human Machine Interface (HMI) display units. The HMI displays the ///plant processes/// in 19 inch LCD monitors. The operator can navigate the display to view different part of the ///process/// within the plant and perform functions, such as
i.) Monitor and control the plant to produce the required quantity of water within specified quality constraints
ii.) Acquire and record operational data to facilitate efficient management of the plant
iii.) Manual override facilities at the control room and in the field;
iv.) Display faults and alarms
v.) Archive
