Je ne comprends pas l'idée générale de la dernière phrase. En quoi cela améliore-t-il la manipulation des liquides inflammables. Et quel est le sens de "bucket" ici ?

Il n'est pas dit qu'on verse les liquides contenus dans les fûts/seaux. On dit qu'il faut les poser sur les bassins de confinement. En quoi cela améliore-t-il la manutention des liquides inflammables ?

on top of containment basins A containment basin is just a hole with hermetic walls and bottom - so if the chemical is spilled (or drips from the drum or bucket), it stays in the basin - does not spread around or contaminate the ground, etc.
