The Commission’s decision draws from its consistently held view – as was also expressed in its Communication on the application of state aid rules to public service broadcasting – that the financing of public service broadcasters, although falling under the prohibition of Article XX, may well be justified in light of Article ZZ, in so far as it is necessary for the performance of a public service, as the latter is defined by the Member State concerned.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.
