Here 'one' refers to a person i.e. 'व्यक्ति' and the Hindi word for this may change according to reference किसी को, किसी व्यक्ति को, कोई, कोई व्यक्ति, उसे, अपने. In the given example, 'one ought to use a knife and fork when eating' would mean व्यक्ति को खाना खाते समय छुरी और काटे का उपयोग करना चाहिए and 'not one’s hands' would mean here, अपने हाथों का नहीं.
