I'm not saying anything to the contrary. In fact, I you see I have agreed with John's answer. I don't know now what is your point. You're telling the asker to look at the laws....
is not normally a person, most of the time, it is a company, institution, etc. The GDPR even speaks of 'joint controllers' but as AllegroTrans has rightly said you can research all of this in the links that John posted in his answer and compare the wording.
