road
This is a description of highway construction. Original text is 'The department of transport plans to upgrade the existing dual road linking A to B. The project compose 4 sections. Section 1, 3 and 4 will be 200km long. Section 1 will consist of a dual 3-lane road and sections 3 and 4 will consist of a dual 4-lane road each.' I would appreciate it if you could help me.

上下線
この場合、上下線のことを言っているのではないでしょうか。
The department of transport plans to upgrade the existing dual road linking A to B=AからBを結ぶ既存の上下線道路(AとBの中間地点から見た場合、A方面を上りと仮定し、B方面を下りと仮定する)。
4区間(sections)あり、1,3,4が200キロ長。そして区間1には上下線3車線(つまり合計6車線、上り=3、下り=3)、そして区間3と4は4車線ずつの上下線、つまり合計8車線ということになります。

分離道路
I'm not absolutely sure, but it seems to me like this term might be referring to a road where lanes going in opposite directions are physically separated (by a concrete barrier, trees, or any other method). If that's the case, I believe the appropriate Japanese term would be 分離道路. Hope this helps.
