「成年者とみなされる未成年者」や「成年に達したとみなされる未成年者」はどうでしょうか。あるいは説明っぽくなりますが「単独で法律行為を行える未成年者」とか。

I usually give up on finding an English equivalent relating to 戸籍 but the concepts look similar. That said I'm not sure of the finer points of law under these circumstances.

I think this refers to "legally emancipated minors" (法律的に独立した未成年者). Who are released from parental custody and permitted to act as adults for education, forming contracts, etc.

They may be 14 or 18 and not able to buy alcohol or vote. Legally independent minors can not vote....Maybe this term does not exist in Japan.
