Formality というのが曲者ですね。この点あなたに賛成です。私ももっと前後を読まないと断定に迷いますが、要するに「形式ばった行為」「儀礼的行為」「形だけのこと」というのが常套の訳です。英英辞典のほうですと"the rigid observance of rules of convention or etiquette"とあります。
したがってこれを「慣例的」と訳すと少し違うようです。(それならcustomary, usual, regularという英語が使われているはずですから)
オーウェンがBenitezとの関係がスムースでないというところに鍵があるようですが、これもいただいた文脈からですと全体像がつかめません。要するにオーウェンはリバプールとは長期間にわたって縛られたくないようですね。だからごねているのでしょう。そこでつぎのような訳も一案です。
オーウェンは、リバプール新契約署名は形だけのものだとほのめかすような騒ぎかたをした。

Does the sentence mean that he pretended the contract had been agreed already or that he pretended the contract would be agreed soon?
And does �ga formality�h mean usual? Does it show �gto agree the contract as usual�h?
