There was considerable doubt as to whether the EU would be
financially overtaxed with an enlargement round of mainly poorer CEEC, some of whose economies were more predominantly agricultural. Concerns by the previous beneficiaries over reductions in their __transfers__ were accompanied by the question of the EU‘s ability to absorb the new members. But with the net contributors in the Union continuing to insist that the financial framework 2007-2013 be capped at 1% of EU GDP, a cost explosion was averted as financial resources were partly redirected from old to new member states. Whereas the financial __transfers__ are extremely important to the new member states, in general the burden for the old members can hardly be described as onerous. At the end of the current budgetary period the __transfers__ will reach 3% of CEEC GDP, while they will ‗cost‘ the EU-15 a scant 0.3% of their GDP. In 2013 altogether 35% of EU expenditure will be channelled into the CEEC.
