One wonders whether this is simply careless wording, and if the intended meaning is that the debits and credits should be made *at least 20 days prior to the end of the month.*

In my view, "on an interim basis" really adds no essential information to the statement being made. In other words, if applicable, the debits/credits will be made at the specifified time; if not, then not. This is why I did not translate the phrase into English.
