I would like to know what will be the best way to translate this phase from American English into Latin American Spanish.

Will be okay to translate as:

Here is the full phrase:

we will locate a fully credentialed, high quality facility to perform your test at a time and location that meets your needs.

More context is essential here Taken out of context, the source text is utterly ambiguous.

If they mean that their facility will satisfy all the relevant legal and administrative obligations, I would expect them to say, for example: "a fully-accredited facility". If it is contained within a service contract, this would be a legally-binding obligation.

The fact that they say "a fully credentialed ... facility" suggests, to my sceptic ears, that their commitment only goes as far as they care to take it - which may fall short of full accreditation.

The sentence, as quoted, reeks of non-contractual 'publicity-speak', and should be translated accordingly - unless proven otherwise by the wider context of the source text.
