"As of...", referring to dates, means on a said date and later. So if we say, "the documents will be available as of 10th July", this means they are available on the 10th, 11th, 12th and so on ad infinitum. "As from" is another possibility, the meaning is the same: As from today, smoking is not allowed in this office (= As of today...)
