I'm translating a presentation by CFO of a major engineering company {making turbines, engines etc.). One of the slides says:
''Realising capabilities
Focus on execution
-Operating collaboratively and transparently with global supply chain
-Improving cost, productivity, working capital
-Focusing on Lean operations and working practices
-Moving parts to cost leading sources''
Are the ''cost leading sources'' suppliers offering parts at the lowest prices?
Any help would be greatly appreciated

I have just consulted my son, who works in a similar company in Brasil, and he confirms that "cost leading sources" means sources with the lowest cost for parts. Such countries, he tells me, are also know as BCCs, Best Cost Countries. Check out the link below...
So these positive adjectives, "leading" and "best", refer to low prices.
