o During the au pair placement follow training courses in a recognized institution, recognized or subsidized by one of the Communities or determined by the District Minister who has the employment under his authority and that teaches the district language or languages whose knowledge he is coming to perfect by presenting proof every trimester to show that he follows these lessons regularly.

I am a little confused about this sentence. "his" seems to refer to the district minister while "he" seems to refer to the au-pair youth.

Can somebody rewrite this sentence for me? Thanks.

A clearer version

During the au pair placement, the au pair should follow training courses in a recognized institution (recognized or subsidized by one of the Communities or determined by the District Minister who has the employment under his authority), which teaches the district language or languages whose knowledge the au pair is coming to perfect. The au pair should present proof every trimester to show that he is following these lessons regularly.

Even then, it's not how I'd write it, but I think it's clearer. The original style is confusing and rambling, with two areas that simply don't make sense as written.

I would just amend the punctuation

During the au pair placement follow training courses in an institution recognized or subsidized by one of the Communities, or determined by the District Minister who has the employment under his authority, and that teaches the district language or languages whose knowledge he is coming to perfect, by presenting proof every trimester to show that he follows these lessons regularly.

You are right in your assumption about "his and "he". I think this is a bit clearer in my version.

The District Minister determines, i.e. rules that a certain institution falls within these rules.
The District Minister who is responsible for employment in au par placements.
No, the District Minister does not teach the language, the institution teaches the language.
