Chop out the stuff in the middle (not literally) and the meaning becomes clearer. I think it would read better if you switched apparent with "important". The meaning is that as you take a look at maximizing your resources, the following characteristic's importance becomes apparent. You need reliable instrumentation, Stable scientific technology partners, Chemistries and service plans that will remain consistent over the long term.
