Northern European cool

The brightly lit bookstore exuded Northern European cool, and would have looked just as much at home in Copenhegen, Oslo or Stockholm as it did in Hamburg.
I would just like to confirm the meaning of the word "cool" here. Does it mean in the sense of " the cold weather of nothern Europe" or "cool in the sense that it look smart"?

: Subdued, muted, classy designs (like for furniture, for example) inspired by the tastes of Northern Europe. Chic, baby, chic.
