Northern European cool

The brightly lit bookstore exuded Northern European cool, and would have looked just as much at home in Copenhegen, Oslo or Stockholm as it did in Hamburg.

I would just like to confirm the meaning of the word "cool" here. Does it mean in the sense of " the cold weather of nothern Europe" or "cool in the sense that it look smart"?

Don't you think that more the opposite of "gushing" is meant here? That was my first thought. We generally say that Northern Europe is "more cool", less gushing than Southern Europe. We don't make many words, are basic, plain, simple, no ornaments....
