"The rowboat rocked and rolled, flatting off clouds of thin spray to either side of its peeling bow."

Is it meant that the boat was sending off clouds of spray as it fell flat on the water? Or could it be some printing error?

spraying water out at an angle

My first reaction was that there was a misprint, but in golf "flat" means, referring to a golf club, having a head at a very obtuse angle to the shaft. I think this refers to how the water sprays out from the boat as it goes through the water. If you think of the shape of a golf club and then imagine the angle at which the water sprays out from the bows of a boat.

agree Carol Gullidge : with the answer, but not all the explanation! This is only a rowing boat, so not going fast enough to create spray by its fast movement - so more likely to be as Alex says: from falling back on the water, having been tossed by the waves//no doubt!!
