harried: stressed out/ agitated
overwhelmed: deeply affected in mind and emotion/ excessively loaded with heavy thoughts and emotion.

stressed/harrassed and unable to cope

I'm pretty sure the meaning of overwhelmed here is simply "unable to cope" , as in "overwhelmed by work", or having more work than one can cope with, having an unmanageable amount of work.

The whole point of the sentence is the comparison with the nannies, who are, well - competent and in control!
