Not a thing to be found! But I found this on a Delia Smith website :
'Next are what I’d call the macaroni group or tubular pastas. Some are cut short or curled slightly: some have pointed ends (penne), some are ribbed (rigatoni).'
Perhaps the recipe is asking for normal macaroni as oppsed to penne or rigatoni.

standing on ends?
no idea, really, but made me think of rigatoni or some such straight-eneded shaped pasta, arranged on ends, perhaps within a frame or something to hold them in position
