I'm wondering if this can be something like "business proposal" since it sounds like it related to the bid. But "business scenario" would definitely work here. (Also, this document is French Canadian.)

In Canadian French, independantly of context, the most likely meaning for \"formules d\'affaires\" is \"business forms\".
