French to English Tech/Engineering Energy / Power Generation coal-fired power station
Talking about the various water treatment systems for this coal-fired power plant:

Les boues formées sont stockées dans le réservoir à boues de l’installation T1/T2 depuis lequel elles sont envoyées par transport hydraulique vers une lagune disposée au niveau du terril 151 dans laquelle l’eau se décante et rejoint gravitairement le réseau d’évacuation des effluents.
Ce transport hydraulique de boues est assuré par une partie de l’eau décarbonatée stockée dans une cuve dite d’eau claire.
Ce transport assure également l’évacuation des scories déposées dans les **bassins des égouttures** des cendres de foyer de la tranche n°3.

Can't quite picture what these bassins are - drip-off tanks is the only thing which comes to mind, but why for ash?

drainage basins is what I would use, since this is the term commonly used in the mining industry.

Also you should kee "basin" which is different from a tank.
A basin can be made by digigng a hole in the ground, it is then covered with some special geotextile, or other plastic type material to gather the residue, when a tanks is a metal or concrete open or closed type piece of equipment.

coal ash basin effluent??

Assuming this is not something underneath the boiler, but a storage site for the ash (waste) - which will get rained on, etc. and leach/leak contaminants into the soil, streams, etc.
