le Service public fédéral ayant l'Energie dans ses attributions, est informé dans un délai d'un an, par l'organisme agréé qui a effectué la visite de contrôle, de l'existence d'infractions au cas où il n'est pas donné suite à la remise en ordre de l'installation.

This is again with respect to inspection visits to make sure the power plant is complying with regulations... I can't quite frame this so it does not 'limp' and need crutches...

There are two types of 'formulas' for these visits by approved organizations; in one the power plant has complied and corrected infractions, and in the other it has not, so the next step is to advise this Federal Public Service ...
"in case the (plant) has not set its affairs in order (i.e. corrected the infractions?)"

Meaning of "is not rectified" "Is not rectified" doesn't necessarily mean that everything is already taken care of, but rather that steps were taken to ensure that everything will be taken care of. Do you get my point? The French is being a little vague here. There's no question about it.

Not Seconded It means in the event that inspections visit is not followed up with making the necessary changes/repairs. In other words, should the situation not be rectified as a result of the visit. That's how I read it. "Remettre en ordre" is a little vague here, though. So, it needs to be read in a more general sense.

Seconded Indeed, to "donner suite" should not necessarily be read as to actually achieve the ultimate purpose (compliance, here), merely to move in that general direction.

il n'est pas donné suite à = there has been no...as a consequence ( "il" is an impersonal pronoun here)

remise en ordre = legally rectify the situation (make it right)

You don't need to say "of the visit". I just said it for clarity's sake.

i will simply say

Donner suite= follow up, act on, pursue, etc

Just need to reformulate the idea

Another option taking into account Chris' point in the discussion. You could then put .... with a view to remedying the situation, but at least this then conveys that initial steps have not been put in place. It isn't always possible to comply straightaway, but what the authorities are looking for is an indication that something has been done.
