multiturn manual actuator
This document refers to a carré de fontainier with a reference to Worm Gear MF.
http://www.sapag-valves.com/upload/fr/fiche/P-MJKVU.pdf
If I look up Worm Gear MF with Google, I get multiturn manual actuator in a couple of documents
http://chryssafidis.com/prodfiles2/1117xxA.pdf
This is really just guesswork

The square (form) of the faucet/valve/tap/cock
This question was asked before in Kudoz. French - Italian.
It means "il quadrato del rubinetto". Fontanier is an old word for robinet. In short the Square form of the faucet/valve/tap.
My habit of "jumping" from one language to another seems to have worked this time.

A hydrant is possible? are we dealing with some kind of fire fighting?

Pelle or no pelle , we need a hint.

I found a site called " lot de 2 vannes carre fontainier". Google translate as valve square. Meaning probably square valves, but I think it is related to plomberie.

Looking at site with a picture of a 'cle de fontainier', google translated carree de fonatainier as: "cock- plug head which is actually carre de maneouver and not carre fontainier. This cle look like a big metal T which in the bottom can open someting (cle).

"Sa manoevure " comes immediately afterwards. So maybe you should look for carre de maneouvre?

Note from asker:
The wider context is a vortex system for waste water - hope that helps! |

: That would only be appropriate if this were referring to something like a valve / Yes, but here they're talking about a 'pelle'

A valve can be big enough, or not?

clé de fontainier n. f. = T-handle operating wrench
Si cela peut aider...

This is a T-handle operating wrench
A carré de manoeuvre is a "Stem square".
