Under a third party liability insurance policy, the amounts of the annual provisional premium and minimum premium are stated, followed by the "taux de régularisation" which is "1,00 0/00 (pour mille) du chiffre d'affaires hors taxes". I'd be very grateful for any advice on this.

The insured paid the ins co a provisional premium. Once the total premium income for the risks covered is known, the insured pays the ins co a final premium, ie total premium income x adjustment rate, from which the provisional premium (already paid) is deducted. The provisional premium is sometimes a minimum premium. That means that if the adjusted premium is less than the provisional premium, the ins co doesn't have to pay back the difference.
