:)) I have never heard it in everyday English.it seems to just mean the value, worth of a certain text, here, the preamble, the texts I have quoted are originally from a UN website

Athere are real problems with context here, as the translator you are lacking the complete text yourself, I think you cannot really do much more than stay "safe" on this one. It may mean legal value, it may not. If you have no idea of what can be read into the meaning of the term, then we stand next to no chance of being able to imply meaning other than what you have on face value.
When you say the file has been "split", do you mean between you and another translator? If so, then I think you could ask the client to provide the whole text in order for you to have the complete context.
