I feel pretty sure this means "withholding", at least in this context, but I would really appreciate other opinions on this. Thanks.

"décaissement" usually means payment (ex: Tout au long de son mois d’activité, l’entreprise collecte de la TVA sur ses ventes et déduit de la TVA sur ces achats. La différence devra donc être reversée à l’État, on l’appelle la TVA à décaisser.), does this make more sense?

provisional payment

Refers to "provisional tax payment", to be refunded in case of tax exemption. Here, "no provisional payment" means the provisional tax payment will be waived.
Otherwise "décaissement" as a generic term is "disbursement" or "fund release".
