This term seems quite difficult in that such a job does not really exist in the US, so it would actually depend on the context. However I did find this URL which sheds some light on it.

Support Services Manager
In the UK we call these support services.

These aren't 'back office/resource manager' managers - the link gives a variety of support services - finance, legal, communication, etc. It could also be your payroll department for example.
A support service could also provide their service to other subsidiaries within a large group - ie payroll services, pension services.
We can't define the actual level they are at (ie middle manager) because it all depends upon the company, size, ultimate job position.....
for the US, this link gives 'administrative services manager' in charge of 'support services'. (of course the job exists in the US!!)
