My solution was "call for project submissions" or "call for submission of projects". It could also be "call for candidate projects". This is about submitting projects for adoption and funding.

What did you come up with? I've been confronting this one in the last couple of days. In my case, it's about innovative procedures for roadbuilding/repair, and involves submitting proposals for trialling the techniques on State roads, e.g. Contractor X submits a proposal for using his new bitumen scrobblermachinator for wearing-course renovation, and if the Equipement is interested they will accept the proposal and designate a stretch of road in need of repair where they are prepared to see if the technique works. I've come up with "invitation to propose projects for development" and "invitation to propose innovative projects for development on State roads".

@Tony "project invitation" sounded odd to me and gets no Google hits. However, I'm about to because the answer is neither of the above.

Don't quite see your problem? If you consider that the latter is a satisfactory translation of the meaning (but reject it on the grounds of its being unwieldy), then why are you not happy with the former, which is surely a much slicker synonym for the same thing?

What is it about your surrounding text that makes the first version unsuitable?
