French term
expertise d'un élément thermostatique
would "expertise" fit here? Or assessment?
How would you translate "expertise dimensionnelle" and "expertise fonctionnelle"?
Many thanks

When entering new questions, KudoZ askers are given an opportunity* to classify the difficulty of their questions as 'easy' or 'pro'. If you feel a question marked 'easy' should actually be marked 'pro', and if you have earned more than 20 KudoZ points, you can click the "Vote PRO" button to recommend that change.
How to tell the difference between "easy" and "pro" questions:
An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)
A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.
Proposed translations
technical report on a thermostatic component
Re "expertise dimensionnelle" and "expertise fonctionnelle", you should ask these as separate questions giving adequate context from the source text, e.g. the sentence they occur in and, if possible, the preceding and subsequent sentences.

: Very probably, though technically speaking, an "expertise" need not result in a formal report.

Thanks Chris. No, it needn't, but when dealing with defects it is safest to put things in writing even if just in the form of a note.

: I think this is the most appropriate solution for the situation and register. / Do note in passing the possibility that this is 'a component of a thermostat' rather than a specifically 'thermostaic' element; Asker's other questions cast some doubt...

Thanks Tony. Yes, I agree with that comment.

: I think this is potentially misleading; the customer themselves could perform a 'check', whereas here, the idea is that an 'expert' will be called in to do it.

Discussion
"I would comment, however, that "Final Quality Monitoring Racks adjustment Operating Procedure" reads rather strangely."
At first reading, I'd agree, B. However, on re-reading it, I think I can make more sense of it, if one assumes sub-optimal punctuation; how about if it was really meant to be like tis:
"Final Quality Monitoring: Racks adjustment Operating Procedure"
I agree it would still read more smoothly if it was "Operating Procedure for Adjusting Racks" — but at least it is just starting to make sense, at least!
As for expertise fonctionnelle and expertise dimensionnelle, here are the full sentences:
" réaliser l'expertise fonctionnelle ci-dessous suivant le plan concerné. Régler le râtelier de contrôle suivant l'instruction de travail "Final Quality Monitoring Racks adjustment Operating Procedure"
