As I interpret it, this means that the engine has been stopped because of a self-diagnosed problem, either one detected by the electronic engine management system, or one actually IN the EMS.

I can imagine such devices would be used to prevent catastrophic damage by running with faulty components. In a combat situation, I certainly hope the tankies know how to override them and get their skins out in one piece, regardless of any potential engine damage.

engine shutdown logic
I think it's more technical than a stalled engine, since "arrêt logique" is a shutdown logic (or a logical stopping point, depending on context ;) ).
