They do funny things with quote marks these days. A graphic charter for a corporate magazine I do calls for VERY LARGE opening quote marks on a verbatim, a quote taken from the text and reproduced in large type somewhere on the page. Though the closing quote marks are still larger than the text they enclose, they are considerably smaller than the opening quotes. At first I thought this was a layout error and pointed it out to them. Then it got on my nerves. Now I'm used to it.
I can well imagine that some trendy maquettiste has decided they simply don't need closing quote marks.
