How is this best said in English? "Formulated reserves" seems lacking to me!

Malgré les réserves formulées sur certains pays comme l’Egypte, gros consommateur de pétrole, et la Tunisie dont la production décline, malgré l’augmentation inéluctable de la consommation intérieure en corrélation avec la croissance économique, il est certain que, globalement, la zone sud continuera à exporter vers la zone nord, du pétrole au niveau actuel (150 - 170 Mt/an) et du gaz naturel à un niveau nettement supérieur qui pourrait être de 90-100 Gm3/an soit près du double des quantités actuelles qui sont elles-mêmes le double de celles de l’année 1993.

The writer is answering the question: will the south continue to export oil to the north ? His answer is: "Yes, DESPITE uncertainty over Egypt which is a heavy consumer and will take a lot of the oil itself and also over Tunisia where production levels are fallin.

Sorry Paula, but I was only giving you the gist of what your document says, not offering a precise equivalent. \"Uncertainty over\" conveys the general idea but cjohnstone\'s \"doubts expressed\" is surely closer to the original. Is there any way I can transfer my points to her or him ?

Incidentally, with your help, I translated it like this: Despite uncertainty over countries such as Egypt (a heavy oil consumer) and Tunisia (where production levels are in decline) and despite the inescapable increase of interior consumption in correlation with the economic growth, it is certain that, overall, the Southern zone will continue to export towards the Northern zone. One can expect sustained levels of oil exports (150 - 170 Mt/an) and clearly superior export levels of natural gas (currently 90-100 Gm3/an) which could rise twofold even though the current values are double those of 1993. reservations could do, but is too "legal" a term in this context. To me it means "doubts", or "uncertainties" or merely "questions", in other words what prevents the forecast to be 100% safe
