Does la démographie importante mean significant population growth. Could this be translated as significant demography?

galloping population growth

I agree with Bourth that 'démographie' usually does refer to population GROWTH, but you could say galloping or rampant or explosive, or high or rapid (rather than fast).

fast pop growth

Assuming we ARE talking shortfalls, and that the country's agropastoral policy is believed to be bad, then it has to be "fast population growth", since this, together with inappropriate policy and poor weather would result in food shortages.

I agree with Carol that, in principle,"démographie" does not mean growth, but when you know how the French use the language, you understand that inh fact it does.

La démographie des entreprises peut être évaluée par l'examen de la VARIATION du nombre d'entreprises par activité. Elle permet de connaître le SOLDE DES CREATIONS ET CESSATIONS d'entreprises, mais n'explique pas la DYNAMIQUE qui est à l'origine des VARIATIONS souvent rapides de la population.

If the above examples don't refer to demographic change, I don't know what does.

And in the context it has to mean growth, otherwise there would be no food shortage (assuming constant production).
