This is from the essay on the variability and processuality of projects. I'm confused by the use of "instruire" and "informer" in the sentence marked. I assume the l' refers to processus, but this doesn't make any sense to me, instructing and informing the process. What am I missing?

Selected
construct, arrange
This is the original (and Latinate) meaning of the word (draw up a battle line, arrange things in a row, etc.), and it seems to apply here, especially in the company of " informer", which is probably best rendered as " to shape".

characterize
"It is not a matter of reconnecting with what would be the truth of a process (e.g. what would have been defined in its inception, when drawing up its initial objectives), but to characterize and present it differently on the basis of another context of action or of another one that is sensed."
Not to disagree with Jim's fine explanation, but "construct" on it.
