: Yes, that's how I read it too. The target will need to be totally reworded as a literal translation won't work here, IMO.

The author seems to be talking more about editing than censorship in the conventional sense (and that may be her point): the transformation of a "scattered collection" of notes into a coherent narrative - as she says, what is left out in the published version isn't "forbidden" content, just meaningless/unstructured material.
