| I am not really convinced by thhis, since the context of the document indicates that the person claiming is not necessarily the person who is entitled. A nice distinction, I know, but nevertheless there, and anyone who has worked with the "Behörden" in Germany will know of their nitpicking determination to follow the exact letter of the law.
